Beezley, a 21-year-old waitress, was handed the crown Thursday in a Beverly Hills ceremony by last year's Miss California, Megean Tandy, after the pageant's state director, Keith Lewis, blamed the mistake on 'human error.'Silva, 24, lives in L.A.'s Koreatown and is of Ecuadoran and Mexican descent.
